Can Phimosis/Tight Foreskin Stunt Penis Growth?

No.

The foreskin stretches to at least fit the penis as it grows.

Even if the phimotic ring is too narrow for the glans to fit through, penis growth exherts enough pressure force the foreskin to continue stretching. (Penis growth is also very slow and can spread tension across a long duration)

In other words, even if your foreskin stopped growing but your penis kept growing, the growing penis would trigger tissue expansion in the foreskin rather than the foreskin strangulating the penis' attempt to grow.
